Purpose
The purpose of this paper is to explore each topic in order to inform yourself and others about the problems that caused the bill to be introduced, who the stakeholders are, what the impact of the bill might be if passed, and what the impact would be if the bill was not passed.

Section 1: Problem identification and Background
- Introduce your topic and proposed or recent legislative act
- Explain the underlying problem/issue. Consider the following:
- Causes
- Current and future effects on the community (microsystem, mesosystem, and macrosystem)
- Who raised the issue and is now interested in it
- How the problem moved to the legislative agenda
- Put the problem in context with specifics on social, economic, ethical, legal, and political factors
- Identify your program of study in this section and present your position on the issue from that perspective
- Estimated - 1 to 2 pages for Section 1
- Submit Section 1 in Week 03
Section 2: Stakeholders
- Discusses parties having a stake in the outcome of the policy debate and the impact on patient outcomes. Consider the following:
- Who has proposals/a position related to the issue
- Who would be affected by the policy
- Who are the special interest groups
- Estimated - 1 page for Section 2
- Submit Section 2 along with revised Section 1 in Week 04
Section 3: Issue Statement with Policy Objectives and Goals
- Includes a clear statement that summarizes the underlying problem and conflicting values based on the above information in sections 1 and 2
- Using evidenced based research take a position of either support or opposition to the proposed legislative action and provide a rationale.

- Submit Section 3 along with revised Sections 1 and 2 in Week 05
Section 4: Policy options and Evaluation Criteria
- Analyze the role of the profession of nursing in your topic, include the professional nursing literature
- Briefly discuss 2-3 of the most relevant/realistic alternative proposals, or a new one using your literature review and in consideration of the above policy objectives/goals. Consider necessary resources, program objectives and criteria.
- examine whether if X (the piece of legislation is passed, held for further discussion, or defeated) is done, then Y will result
- OR consider the “do nothing” option, what will the outcome be if nothing occurs
- Discuss the role of nursing in relationship to the topic and include professional nursing literature
- Discuss the potential for achievement of the policy goals: quality, access to care, fairness, cost, administrative feasibility, political feasibility, and any other issues that might stand in the way of success
- Explain your choice and defend your position with evidence based research
- Estimated - 2 pages for Section 4
- Submit Section 4 along with revised Sections 1, 2, and 3 in Week 06
